This story probably takes place between The Brain Of Morbius and The Seeds Of Doom, as Sarah accuses the Doctor of being a moody alien again. The Doctor asks if she thought he was dead again and he makes a joke about Frankenstein movies. If you suspect from this that the characterisation in Rights is very good, then I can confirm your suspicions. This is lucky, really, since the different ways in which the guest characters react to the problem of their species‘ approaching extinction is what the story is actually about.
My only problem with this story is, like Sarah, I find myself wanting to know what happens next.
